Yes, you need to make sure RPC over HTTP restrictions in the Desktop Policy>Advanced settings>Outlook is set correctly. Your options are below:
■ None. All Enterprise Vault client Add-In functionality is available when using RPC over HTTP.
■ Disable User Extensions (default). Connecting to Enterprise Vault using RPC over HTTP is not enabled in the Enterprise Vault client.
■ Disable Vault Cache. Vault Cache is disabled when using RPC over
HTTP.
■ Disable PST Import. Client-side PST migration is disabled when
using RPC over HTTP.
■ Disable Vault Cache and PST Import. Both Vault Cache and
client-side PST migration are disabled when using RPC over HTTP.

Thanks for that, but I have already checkd that.
RPC over HTTP restrictions is set to "None"
The user gets a message something like "Server Not Available", when attempting to Synchronize thier Virtual Vault.
I need to verify the exact error message.

Does it effect everyone or just this person?
What do you have for RPC over HTTP connection and RPC over HTTP Proxy URL?
A client trace might be a good thing to grab.

I agree.. grab a client trace, and we'll be able to see what traffic is happening, to and from where.

Please grab a client trace, and check the policy settings that you have for RPC / HTTP
