5.1 MP6; Catalog Not Running - Error 174 Media Manager System Error Occurred

I am having trouble with the NetBackup Catalog on a Master server. The server has two Dell PV132T libraries attached.  One catalog tape is in the first 132T and the other is in the second.  I look in the catalog config and both tapes are defined in the configuration.  As soon as I try to run a catalog backup, it fails immediatley with

Media Manager - System error occurred. Error 174

Looking at the Media in the first library, the catalog tape shows up in the NetBackup   volume pool with a status of 1 - Catalog.   In the second one, it shows up as a member of the NetBackup volume pool, but the status says 0 - NetBackup.

2.please do post the vmquery command
3. try running it through the command line
bpbackupdb -tpath <your drive device path> -m < media id >

Is only two ways here, Media or Network issue.
