Anyone else been affected by this and found a good workaround or been provided a binary?

Hi Andy
No plans for 7.1 yet - particularly in production, I asked the EET for a fix, if one has been created - still nothing.....
I do plan 7.1 sometime; maybe wait to 7.1.1 knowing Netbackup!
I wonder if 6.5.7 will ever be released, Seems like even Symantec don’t know.....

No, Mark, we really know there won't be a 6.5.7. :) Obviously we had planned it at one time and those plans changed. The master download list has the latest information and that's what you should take as gospel.
Good news? It looks like you're not the first person to ask about this. If you need a 6.5.6 EEB, open a case with us, reference TECH74897 and Etrack 2305075 to get the EEB replacement for bptm which should contain a fix for this issue.
We'll try to get the TechNote updated.
