run below command on master & post o/p

we would need at least the bpbkar log from the client to see where this is failing.
See the other current thread which is almost identical to see what is needed and some ointers to what causes this on each NBU version:

I will recomend you to go through the most common things for error 13, on this table you can pick any error you have and will show you a lot of options.
