You have to have a master server.  

I presume you mean you will be keeping the master, but wish to make the master also a media server ?

If i am correct, then all you do is configure some storage devices, tape or disk, and your master is then also a media server.

You need to uninstall it if you want to conver it as media server in other netbackup domain. After uninstall, install and configure the host as media server.

In my case there are two master master1 and master2.

I want to reconfigure master2 as a media server for master1.

This means you need to merge two masters.

The merge will combine EMM database as well images from master2 into target master's (master1) databases.

This can only be done by a Symantec Consulting partner.

The first post describes 'Recovery Without Import' that works well up to NBU 7.1.

The other post would probably work, but you would never be able to write to the tapes from the old master server, you would only be able to read them.

You would also have to be aware that this introduces NBCC catalog consistency errors, so would have to be carefule when NBCC is run, though thnking about it, NBCC shouold actually create EMM entries for the tapes, so would clean up the issue.
