Convert Server 2003 and Novell licenses to NetBackup 6.5?

We're an educational institution with 3-4 Windows Server 2003 BUE licenses and 3-4 Novell BUE licenses.  We are considering getting a disk-to-disk backup solution for all servers across the enterprise to a Snap Server.  Several more Windows Server 2003 servers will be coming on-line in the next several weeks, plus over the next semester, the Novell servers will be taken down and replaced with Windows 2003 Servers.  Will Symantec let us convert our existing BUE licenses to NetBackup 6.5 so we can backup to one device and not lose all the money invested in stand-alone BUE licenses?  Has anyone gone through this with Symantec?  Our educational reseller has no idea and says it's up to us to get approval from Symantec.  Any ideas on who directly to contact to get an accurate response?  I've heard it depends on how lucky you get and the getting the right person at Symantec...

there is usually a reduction in costs in the price of netbackup licenses if upgrading from backup exec
to netbackup. For example at list netbackup enterprise server is approx  £4,500 at list and only £3,800
if upgrading from BE. remember however that when 6.5 is released that symantec and changing the license structure for netbackup so use this an illustration only.
