E-Mail moving between folders (on its own?)

Hello all. I wonder if anyone has encountered archive enabled users who report that e-mail is moving from one folder in there Outlook folder list to the next. We have a handful of users that claim e-mail moves on its own or will not stay in the folder he or she places it in.

If anyone has an experience to share please let me know.

Is it perhaps normal archiving?

I'm thinking user error. Because its unarchived e-mail that a handful claim moves of its own free will. But the claims have been made and I have to investigate.
