Hello,
several notes/tips:
MS Install errors are usuallly due to (try also MS forums):
- pending reboots due to MS updates
- insufficient rights (Run As Admin)
- unfinished previous installations
Also I am confused by nbemmcmd -getemmserver output:
"These hosts were found in this domain: ngica0n0001apwx.mi.ds.army.mil".
Looks like incorrect reverse lookup. I recommend to fix this.

I found this in regards of the failing component:
https://www.veritas.com/support/en_US/article.100006357
maybe you can add these permission to this registry key?!
Also I did face a lot of issue when I was upgrading from 8.0 to 8.1... related to nbwebscv, nbwebgrp permissions...
Please download nbdiagutil
https://www.veritas.com/content/support/en_US/article.100039978.html
I found that is doing a lot of the same checks I did develop for my environment... ;) (ca 100 NBU domains)
