Jobs wont run (awaiting resource Any. Will retry physical later)

I just ran into this problem(never had run into the problem in the past). One linux server running 6.0MP. Tape library with 2 drives(LTO4) connected via fibre channel. I have rebooted the server many times to no avail. Any policy that I kick off, I run into this:

requesting resource .... NBU_CLIENT.MAXJOBS
requesting resource ... NBU_POLICY.MAXJOBS
awaiting resource Any. Will retry physical later.

All of the resources are available(none of the drives are in use), I can inventory the robot, etc. It just seems to me like there might be some stale state file telling NB that resources aren't available. Can anyone let me know what/where to look?

From your description I would look at your storage unit definitions/settings. You policy is stating to use Any storage unit.

Is this linked to the On Demand only check option in configuring the storage unit.?

You could remove the tape libary part from the backup process and use a disk storage unit as the destination for a backup data, just as a test.

See this tutorial technote:
How to create and configure a Disk Storage Unit with Veritas NetBackup (tm) 6.0

Did you verify the drive status from Resource Broker, run this nbrbutil command and let us know the output.
