NetBackup 4.5 without a Robotic Library

Is there any way to get NetBackup to work without a Robotic Library.
 
My Scenario, I have an expired Monthly backup that spans 40 LTO1 tapes, I need to import the images back into the DB and then change the expiry date on them as they are required for another year.
 
However, I do not have the ability to use the production system for our backups to perform the imports, as our 4 Drives attached to our Library are in use all day and all night.
 
So, I built a new Win2003 box with another copy of NetBackup and installed 2 LTO drives that we had lying around so that I can perform my imports and then copy the resultant DB files to the Production server, however I cannot find any functions to control the drives without a Robot attached to the drives.
 
Therefore, I cannot Inject, Eject Inventory or anything on the drives.

When your standalone drive is configured in NetBackup and when tape is inside - you should to see media label in NB.. then you have to perform import of tapes .. It can takes so long for 40 LTO1 tapes..
