Environment
Netbackup Server = 7.1
OS of Netbackup = win2008
Client Netbackup version = 6.5.0
OS of Client = win2000
Problem
I am not able to install Netbackup 7.1 client software on win2000 OS with SP4

You are stuck with 6.5 Client binaries on W2000.
See NetBackup backward compatibility in NBU 7.1 Release Notes.
BTW - the same applied to 7.0 ...

Windows 2000 SP4 is listed under Operating Systems No Longer Supported by NetBackup in 7.1 SCL.

What would be the drawback if i keep using the Netbackup Client version 6.5.0 on win2000 platform?
To which patch level can i keep my win2000 platform ?

Even with NBU 6.x Windows 2000 supported from SP4 forward. (upgrading the client to 6.5.6 may be a better idea).
You can use 7.1 server to backup 6.5 client, but you will not be able to use new features of 7.1 with this particular client.

No problem that i will not be able to use new features. But what about the bugs ? I mean will i be un secure in using 6.5.0 or 6.5.6 on win2000 with SP2 platform?

Bug fixes are included in 6.5.6. Symantec still supports 6.5.x.
In all honesty, if I were you, I would be more worried about Microsoft no longer supporting W2000....

Windows 2000 with SP4 and above only suported. Not SP2.

What about security/bugs if we use win2000+SP2 with NBU Client6.5.6 ?
