Was NetBackup Client Service logon account changed to Oracle user account with local admin rights?
Sometimes Oracle services need to be restarted after NBU installation or upgrade. Have you tried that?

So, does it mean backups are now working?
I have honestly never needed to do any of this at any of our customers in 14 years of working with NBU....
