Tell us more about your environment.
How are your policies configured - specific storage unit or storage unit group?
Or Any Available?
Are backups getting duplicated from one DD to another?
Backups works like this:
If specific STU is specified in backup policy, NBU will write to that particular STU.
If the storage is down, you need to manually change the STU in the policy to use other storage.
If STU-group is selected, NBU will select STU based on failover criteria specified in STU-group properties.
If policy is configured for 'Any Available' and the STUs do not have 'On demand only' selected then 'Any' STU will be selected that is not DOWN.
Restores work like this:
If there is only one copy of the backup on specific storage, then the storage needs to be online to restore the data.
If there is more than one copy of the backup on different storage destinations (via duplication on inline backup copies), then the restore will be done from the storage that holds the primary copy.
If the storage that holds the primary copy is down, then you need to promote the duplicate copy to primary, or specify the copy number with restore from cmd.

When exactly did you change the policy to site B STU?
The restore that you are attempting is from a backup that was done on 21 Dec:
1482296472 = Wed, 21 Dec 2016 05:01:12 GMT
The diskpool that was used for this backup was ddpool_10g5.
