Does anyone know if the backup can be started from the SQL server at the discretion of the DBA and not as a job on the Master backup server? This would be similar to what RMAN does for Oracle. In Oracle I can run a script that "wakes up" NetBackup and starts the backup. That way I am not subject to a rigid time window that the backup admin dictates. I am looking to setup an alert in SQL that would run a script to backup and shrink a database as needed not based on a schedule.

Yes you can, I've personally seen it done (version 5.1). The concepts should be the same. I would suggest reading up on the "Vertias NetBackup for SQL Server Admin Guide".
Of course you still have to have the appropriate policies and schedules setup in NetBackup.
