Please give us more information :

OS on Client
NBU version and patch level on Client
Node in a cluster?
Does Exclude List exist for Client?
What is in Backup Selection for Client's policy?

One possible reason is where a drive letter exists in Exclude List, e.g. X:\ and Backup Selection contains ALL_LOCAL_DRIVES. The solution here is to change Exclude List to X:\*

Look for Exclude List in Host Properties -> Clients, select Client -> Windows Client -> Exclude List. Please also create bpbkar log folder on client under ....\veritas\netbackup\logs. After next failure, copy log file in bpbkar folder to bpbkar.txt and upload using File attachments.

Probably related to one of these:

http://www.symantec.com/docs/TECH180155

http://www.symantec.com/docs/TECH177621

Anyway, patching to 7.1.0.4 should be a good choice to eliminate Netbackup bugs. Saw this issue in 7.0.1 before.
