Unable to load localization resource for the requested language

I just installed NB 7.1 on a shiny new RHEL 6.0 box.  This morning I was having issues and found the nbemm and nbrb were not running, so started them manually.  Seems after a reboot they did not come up on their own.

Doing a vxlogview on all of the logs I kept seeing this message, but the only knowledge base article I could find references Solaris 10 for BMR.

Is this some sort of bogus message that resolves itself by using a predefined default upon error? From looking at the logs I see this is from every part of NB.  Any clues anyone has on what is causing this or what a fix may be?  Not even scans of the install guides for Linux mention that there is anything from the OS level that needs to be done to set localization settings.

Interesting, I'm getting similar type messages on a test installation of NetBackup 8.0 in various Unified Logs (nbpem, nbjm). In my case they're embeddd in the log messages, so it's more just annoying. The actual log messages are still found in there, but it just makes crawling through the logs laborious:
