IMHO, use VSS for OFB on Win2003 clients.
Even try VSS on Win2000 SP4 client before trying VSP.
Look at master server properties, client attributes, add a client, then look at "Windows Open File Backup" tab. Here you can specify none (untick), VSS or VSP.

Correction: VSS shouldn't (can't?) be used on MS Windows 2000 clients (or Windows XP clients for that matter).

Ooh, that's a pain. You'll need to boot with Windows Driver Signing disabled (I think it's an F8 option? I'm not much of a Windows guy, sorry) to get the machine to come up.
Then, uninstall the client!
To reinstall, you should either do a Custom install of 6.5.2, deselecting VSP before you install OR if you can go to 6.5.4, install from the 6.5.4 "CD" which doesn't install VSP. (I think. Maybe do a Custom install here as well, just to be sure. :) )
NB_6.5.4.Winx64_CD.exe provides a media refresh to 6.5.4 for Veritas NetBackup (tm) servers and clients only on Windows 2008 and Windows 2008 Server Core x64 platforms for NEW INSTALLS, and for NEW INSTALLS of Windows 2003 x64 platforms

I don't believe this is in a TechNote - maybe it should be! - but we do have a lot of notes about avoiding VSP in our various READMEs about it. I kinda wish NOT installing it was our default in 2009. I would bet we're heading in that direction.
