Symantec do not recommend to mix in one policy schedules types - frequency and calendar based. Check out this article http://seer.entsupport.symantec.com/docs/303314.htm
Try to have only one type of schedule in the policy. It is possible that Your problems are due to above!

Frequency-based schedules or Calendar-based schedules?

I assume you have schedules with those names? (Weekly, Monthly, Yearly)?

What is the schedule for the Monthly and Yearly jobs?

thanks quebek but customer not ready to let us make changes in policy
