It is called 'Duplicate' in NBU. You can do it manually - use the GUI (Images -> Duplicate) or from cmd using bpduplicate. The GUI method is described in NBU Admin Guide I and bpduplicate in the Commands manual.
You can automate the duplication by creating a Disk Staging Storage Unit (DSSU). First backup copy is written to disk and later duplicated to tape (determined by the schedule that you specify in the DSSU). This is also covered in Admin Guide I.
If we know which NBU version and which O/S, we can post URL's to the correct manuals (even page numbers in the manuals).
Else, you can find all NBU 6.5 manuals here: http://www.symantec.com/business/support/index?page=content&id=TECH52878
All NBU 7 manuals: http://www.symantec.com/business/support/index?page=content&id=TECH126327

You can for Netbackup 6.5 and 7.0x also use Storage Lifecycle Polices. With SLP you can duplicate a backup image to multiple destinations with each destination having it's own retention. You have however to the the advanced disk option - will cost you a additional license.
Configuration of SLP is however a bit more cumbersome that the classic DSSU.
