could not build host list, database system error [NB 7]

Good day!
excuse me for my bad english =)
my question will be about netbackup 7 installed on win2k3 SE R2 SP2 with tape library
a few days ago in reports i`ve seen error with status "0" could not build host list: database system error. Trubleshuter says that there is no error...
but after this, all my backups failed with error 196: client backup was not attempted because backup window closed and image cleanup job failed with 23 error: socket read failed

any ideas?

Is this a new installation? Have backups worked previously?
Have you checked that all NBU services are running? Have you tried a stop/start (bpdown / bpup from cmd? Or a reboot?
Which report(s) are producing the "could not build host list: database system error"  ?

it work`s fine before this error
all services started auto after reboot

in Netbackup administration console: NetBackup managment ->Reports->Problems:
