You didnt tell us if any drives are configured on your server. For the daemon to be active minimum one drive needs to be configured at netbackup level.
Post drive configuration check the daemon status.

Do not rely on previously defined drives still being there. Prove that they are STILL there. I have seen drives disappear on solaris 10
