Hi

catalog backup first copies the relational databased to /usr/openv/db/staging and validate them ,than backups them up.

Can I delete the content of this directory ? as per documentation next catalog backup removes it, but still want to know.

and does it have any effect on netbackup or next catalog backup if this content is removed.

In theory you could delete them yes, but they will only come back again when the next catalog backup runs.

There is no technical reason to delete them them, so they should  be left alone.

Indeed, as already mentioned, you can delete it, but there's no point. If you're struggling for disk space, add more space/get a bigger disk or remove some junk if there is any
