Error deploying 7.0 agent

I'm getting this error when I try to deploy the agent:

-Cannot deploy the Agent to SERVERNAME.
--SERVERNAME,  Exception occurred: Attempt to copy RemoteCmdSvc.exe to remote machine failed.
The file download was aborted abnormally.  The file is incomplete.

Is this issue affecting one potential agent system, or several?

Could this be a rights/privileges issue?  Does your current user context have local administrative privileges for the target system?

Are there firewalls involved here perhaps?

Can you tell us what operating system is on each machine?  Are you in a domain or workgroup?

What happens if you install the agent manually on the target system?  Can you then successfully manage that system remotely?

I have found an existing dotnet2 installation is mandatory to be able to install the BESR agent.

I have had a correct download but a failing installation.

So, I did a manual dotnet2 installation and the installation went fine.

As I can recall from SLRM, if dotnet2 was not installed, is was installed automaticly. Is this changed?
