Here are the steps I used:
1. Clean installation of W2K3 Ent R2 x64 SP2 with all OS updates (including .NET framework sp1)
2. Install BESR Manager (8.0.1) using mostly defaults, then reboot
3. Verify I can log into console successfully
4. Browse to BESR download link and get EasyInstaller
5. Execute EasyInstaller using "RunAs"
6. Installation is successful, then reboot
7. Execute LiveUpdate, which finds BESR update
8. Fatal Error occurs
9. Attempt to run BESR through Start Menu, and it cannot find Symantec Backup Exec System Recovery.MSI
10. Continuous BESR installation panels pop up, no matter how many times I hit "cancel"
Log file has a value 3, error 1706 that no valid source could be found, and the update appears to be 8.0.4.30166
Any clues as to what could be going on here? I have the system left in this state to gather log files or perform any troubleshooting necessary.

Thanks for both of the responses on this issue! I did attempt the method described by David, installing a newer version of BESR Manager (8.0.3 was the latest on fileconnect) and deployed the client. Unfortunately, LiveUpdating the BESR client failed. This is a windows 2003 r2 x64 server that does not have windows defender or microsoft forefront installed, but the issue is very similar to the technote 305373.
I tried again with 8.5.1, installing the BESR server on a clean windows 2003 r2 x64 server, and deploying the client to itself. Rebooted, and again, Live Updated. This again fails with the 1812 and 1806 errors, and when you attempt to bring up BESR client, it goes into an infinite installation loop with the 1706 error.
We will be doing compatability testing with Symantec Endpoint Protection client and BESR/BE, which will require Live Update to be launched many times. If this happens every time we LU and there is a BESR/BE update, that wouldn't be good. I can help out in any troubleshooting necessary.
