If that does pull back the last 3 years of data simply change it to the below so that it pulls back 5 years of data:-
COUNT(S.ItemSize) "No. Archived Items",
SUM(S.ItemSize)/1024 "Total Size (MB)"

Using a seperate policy is what you want to do and will do exactly what you want/need (Archive items to the Archive but leave the original emails in the VIPs mailboxes).
From what I understand your Vault Store was hosted on a 'storage system', you have previously archived data to this location.
Now somehow the Vault Store location on the Storage system has been deleted yet EV is still trying to access this location ...
You basically want them to be removed from the ExchangeMailboxEntry table in the EnterpriseVaultDirectory DB.
So a query along the lines of:-
DELETE FROM ExchangeMailboxEntry
WHERE LegacyMbxDN = '%DN FOR USER IN QU...
The short answer is 'No'.
PopulateBillingAccount is used for Exchange and once set the Billing Account is synced with the AD object assigned to the Mailbox.
There is no link to those FSA folders for us to pull that information from and...
