If you're talking Sharepoint or File Share archiving, you can license by seat or by capacity. Typically, however, you'd want to use the capacity-based licensing. Capacity would be by the amount of archive storage capacity that you'll have available.

Seeing as this has been one of those long-standing annoyances in EV, it might be a good opportunity to suggest a fix to this in the 'Ideas' section of Symantec Connect. Heck, I might just do it myself.
