B2D Backup slow and reported times do not make sense

I am using a Dell PowerEdge 1900 server with an internal RD1000 removable SATA Hard Disk Drive.
B2D backup to this drive has a Throughput rate: 150 MB/min  (see report segment below).
Because the Exchange Server backup cannot be recorded directly to the RD1000, I had to create a B2D job to backup Exchange to the D: partition on the server's RAID set (also SATA drives).  That backup has a Throughput rate: 1370 MB/min.  (see the second report segment below).   That's more like it!
 
After the B2D job that records Exchange to the D: partition on the server's RAID set, I run the "full server" backup (to the RD1000) that includes the Exchange B2D folder but not the Information Store.
 
Any suggestions for fixing the speed on the RD1000 or for changing my strategy to work around the issue?  The D: backup takes so long that backup fails due to time out (at 7:00 am when users start work).
 
The second thing is the elapsed time reported for the D: partition backup.   (see report segment below)

My first suggestion would be to contact Dell to have them look at the throughput on that device.  If we are able to write to one device on your system at 1300+mb/min and the other at only 150, that points me to believe something may be wrong with that device since we write to both in the same way.  You may also want to run a backup to the RD1000 using NT Backup to see if that is getting the same sort of speeds.  I would be willing to say that you will notice the same performance.

For the time being the only suggestion I could give to get around the issue would be to move to a weekly full then differential/incremental schedule the rest of the week.
