BE 2010 R3[with OST]: Jobs stay in queued state in error scenarios

Observed below, is this expected.

1] Suppose if BE image is somehow deleted[without BE knowledge] then any restore job fired on the same stays in queued state.

2] If storage server is already down then any backup/restore/opdup [fired later] involving the storage server stays in queued state.

3] Sometimes opdup takes longtime to fail if source storage server is shutdown during normal opdup operation[i.e., read from source and write to target]
