Backup Exec 10 Hotfix 24 fails with Error 1603

Hi all,
I am having a problem installing Hotfixes for Veritas Backup Exec 10 SP1 at the moment. Every patch that I try and install fails with error 1603 at the PrepInstall section. I have tried an unattended setup as per the veritas KB article and that fails with no additional information in the bkupexec.log. I have also tried shortening the path to just the basics with no change in the result. I have attached the log from the isntaller below, any suggestions on how to fix this problem would be appreciated.
