The agent serial merely unlocks that functionality.  There is no separate agent.  For a remote SQL server  (SQL not on the media server) you will need the Remote Agent installed to connect

BEWS_12.5.2213_CPS_32BIT-64BIT.zip is not the Backup Exec for Windows Server Software, its Backup Exec Continious Protection Server (CPS).

You need to download Backup Exec for Windows Server (BEWS). There is no seperate SQL agent download, it comes along with BEWS. Install the SQL Agent License and the SQL agent will be activated.

Download Backup Exec 12.5 at http://fileconnect.symantec.com

YOu need to install SQL Agent on the SQL Server if your Backup Exec software is not installed on the SQL Server.

You can push install the SQL Agent.
