As suggested by PKh you need to restore System state to get the sysvol folder
http://support.veritas.com/docs/235161 .When you choose to back up the System State data, all of the System State data that is relevant to the computer is backed up ; you cannot choose to back up or restore individual components of the System State data. This is due to dependencies among the System State components. However, you can restore the System State data to an alternate location. If this is the case, only the registry files, SYSVOL directory files, Cluster database information files, and system boot files are restored to the alternate location. The Active Directory directory services database, Certificate Services database, and COM+ Class Registration database are not restored if an alternate location is designated when the System State data is restored. The Sysvol cannot be backed up separately from the System State.
The SYSVOL must be restored with the entire system state, as a single unit Refer the following document
http://support.veritas.com/docs/342471.
Hope this helps !! Cheers
