Backup Exec won't use 2nd device in pool

I have an interesting problem:

Running Backup Exec 12, using a Dell PowerVault (dual RD1000 sata HDDs).  I have added both drives to the device pool and run a small backup job (one folder) on each in order to initialize them.  No problems up to that point.

The problem comes when I'm trying to do a test run or full backup with only one drive inserted in the device.  Even though I set the drives as separate removable devices in the same device pool and set the backup job to use the device pool, it errors out saying there isn't enough online or near line capacity for the job (the job is about 500Gb).

If I edit the job to specifically use the one drive that is in the device, it works correctly, so I know it isn't a space problem.  For some reason, it doesn't want to use the available drive if the job is pointed at the device pool in general.  Any ideas would be greatly appreciated.

I beleive you need to run a full backup atleast once , so that the test job succeeds. More on Don't go as per the test run, the results are never accurate.

Any priorities assigned to devices within the pool?

Default is 10 and priorities can be assigned from 1 to 99. Lowest numbered drive will have high priority.
