Hi howimsmart,

Try this below steps because same issue i faced on earlier.

1. Login to the server using the Backup Exec Service Account (BESA).
2. Open SQL Management Studio and connect to BKUPEXEC instance.
3. Go to Security > Logins > Open the properties of the BESA account.
4. Set the default database to the master database.
5. Run the installation again using BESA account.

OR

1. Login to the server using the Local Administrator account.
2. Install Backup Exec.
3. Change the Services Credentials to use BESA account from Tools>Backup Exec Services>Services Credentials or use ServicesMgr.exe from the Backup Exec Folder from the installed path (Default path:C:\Program Files\Symantec\Backup Exec).

...a lot of the time the upgrade fails if you have an antivirus scanning on your server. I've had this issue before with McAfee, especially when upgrading the SQL part of the installation.

Stop your AV and try again. Alternatively, you can also try stopping BE's services manually and then running it again. I've seen services that don't stop causing the upgrade process to fail too.
