Backup w/tape loader job recommendations.

I have taken over IT duties at a new company and need to design a good backup strategy working with what they have in place. While I have implemented network backups (GFS, etc.) before, I have not with tape loaders. They are using BE 9.1 and a Sony AIT SDX-400V (35-90GB) - LIB-D81 8 tape loader. Note: They have been without IT support for years and its a mess. I am only onsite for 4 to 6 days a month so need a simple plan for directing less skilled help to manage tape rotation.
Can anyone suggest a good job plan using BE with a tape loader:
1) 3 Windows 2000 servers - AD & ERP database, AD & Exchange 2K, Citrix server.
2) 80 to 100GB
3) Full, incremental.
4) Tape rotation with off-site storage.
5) Foolproof way of determining what tape/s in loader are in Save & Scratch set.

Thanks in advance, any suggestions would be greatly appreciated.
