Fail to create IDR ISO CD after install SP1 over a W2003 Server STD

I have the error described in the VERITAS KB as:
"When creating Intelligent Disaster Recovery media for a Windows 2003 server using a Service Pack 1 integrated Windows 2003 CD, the error "Error opening "\\SERVER\C$\Program Files\VERITAS\Backup Exec\NT\IDR\disk1\51ISETUP1.EN_" may occur. "
I have followed the instructions of KB, except install HotFix 50 (It is not available) that it is included in the SP4a of BE 9.1.
Unfortunately it doesn't work to me.
I have resinstalled BR from scratch, following the instructions of document , then now I have BE 9.1 Release 4691 with SP4a, unfortunately the program continues

Does anyone a solution for this problem?
