Hot Fix 24 will not apply

I've tried downloading Hotfix 24 (be5484RHF24_275514.exe) twice and installing it, I've even tried using WinZip to extract the file and execute it from the Run command with:

msiexec.exe /p "D:\Download\be5484RHF24_275514\HF24\bepatch.msp" REINSTALL=ALL REINSTALLMODE=omus

Yet each time I get the following error:

"Windows Installer"
This patch package could not be opened. Verify that
the patch package exists and that you can access it, or
contact the application vendor to verify that this is a
valid Windows Installer patch package.


Currently Installed: Version 10.0 Rev. 5484
Installed Updates:
Hot Fix 7
Hot Fix 8
Hot Fix 14
Hot Fix 16
Hot Fix 23

Running on Windows 2000 Server (SP4)
