IDR pauses indefinitely during ISO creation on Windows 2003 server

When creating an ISO file on Windows 2003 with Backup Exec 12's Intelligent Disaster Recovery wizard, it pauses indefinitely at "creating registry hives..." and "Staging operating system files...".  I can cancel without a problem, and the computer does not appear locked up.  Any suggestions of how to get this moving?

In Backup Exec go to Tools\Install Options and License Keys on this Media server and verify that the IDR option is installed.  We have seen a few cases where the option wasn't installed and this was the issue.

Have you checked your installed licenses like sw-symc mentioned?

IDR is included in Backup Exec 12.  No license to add.  To confirm, I checked servers where IDR is running successfully, and no license listed.

Run the Backup Exec Debug Monitor utility (sgmon.exe) and enable the IDR/'Third Party debug output' option to capture the log information from an IDR CD image creation process to determine the cause of the hang.
