Installing remote agent on a Win2k box

I'm trying to install the remote agent from a Windows 2003 box to a Win 2k box but I get the following error:

The RPC server is unavailable. I have access to the machine directly. Can I install it using a copy of the software or does it have to be installed via the software on the first machine?
