Moving Backup Exec 11d to a new server

I need to move Backup Exec 11d from one server over to a new server. Both are running Windows server 2003 SP2. I have read the article (TECH37072) about using the Media Server Configuration tool. But, I have also read many posts in various forums how buggy this tool is.  It often fails and buggers up the server at the same time. As a workaround there was a Symantec article #280710 mentioned. But the links to that article are all bad and no longer work.

Does anybody know where I can get this work around?
