Navigation bar gone / unsusable

We are using Backup Exec 9.1 on a single Windows NT Server. Our USV powerded down the server due to a power blackout. After restarting the server, the navigation bar was gone. You can see the blue bar and it seems, that all the content is crumbled in the left side of the bar. Is there a way to rebuild the navigation bar ? Usind the repair mode did not solve the problem. Any hints ?

Try installing the latest Internet explorer service pack. Check if you get any errors in the event logs.
