Its the "backup Exec device and media" service. Open registry editor, point to HKLM/software/symantec/backup exec/bedatabase registry key and provide a screenshot for that. Did this happen after some change of server name? Or after moving database?

The screenshot i see here, does contain a service named mssql$bkupexec, which is bkupexec instance, the default which BE uses. So i dont see a problem with this command working. When doing udl test, did you test bkupexec instance, where you saw the database? Your registry settings are pointing to default instance, so you need to attach the database files to default instance, to get this working. Other option would be to point your registry to correct instance, if we really know where your instance is.
