Ready; no idle devices are available

Could someone give me some hints on what this is and how to fix it?  I have BackupExec 12 SP1 with all the latest patches/drivers.  I have a 6 drive library, and every drive is ready, but sometimes when I submit a job I get Ready; no idle devices are available.  It seems to be happening on the jobs with Pre-command more often.  For example.  I start two jobs at the same time.  Both have pre-commands.  The 1st one will start with no issue, running its pre-command.  The 2nd job just sits there stating "Ready; no idle devices are available".. I'm not even asking for a device yet! It should just be running it's pre-command.  Nevertheless..  As soon as the pre-command finishes on the first job, the 2nd one will start up.  Please help, thanks.
