Recovery image level Backup Exec Server

I have tried to recover the Backup Exec Server with the SDR ISO, but after restore it does not load the configuration, registered agents, Jobs and history. Is there any other way to image-level backup and recover the Backup Exec server in a disaster scenario?

BE server is physical server or virtual machine?

It's a  physical server running on Windows Server 2012
