I have a backup of AD using Backup Exec 2010 R3 and need to restore the entire AD structure, what is the best way to do this?

Hello Lisa,
You may refer to the following technotes:
http://www.symantec.com/docs/TECH87904 : Disaster recovery of a local Windows 2008 computer (includes non-authoritative restore of Active Directory for a domain controller)
http://www.symantec.com/docs/TECH10797 : Disaster recovery of a local Windows 2000 or 2003 computer (includes non-authoritative restore of Active Directory for a domain controller)
I don't think you can restore only AD in any case. You will have to restore the C: drive and the System State of that server.
Let me know if your backups are taken using the Active Directory Recovery Option (ADRO) agent in which case you will be able to perform GRT restore of it.

Thank you.
The backup was done using the GRT option. Basically a lot of the Exchange groups in AD have disappeared and I need to restore them.
from my understanding if I don't have a backup of the C: drive I will need to re-install windows and then perform the restore, is that correct?

As you have the GRT backups of AD you can restore the individual items.
