I'm borrowing this thread because I have the same problem as you Tim. I’m trying to restore a single message to an ex2007 sp1 mailbox. My backup is on disk and with GRT.
Backup exec 12 running on win 2003 sp2 and exchange 2007 sp1 on windows 2008.
My backup user already had a mailbox and I get the error "e000848c" anyway. I have checked all the permissions and everything else I can find in the knowledgebase. Here are the last pieces from the debug log.

i've the same problem, alltough i have the last CADO/MAPI version1.2.1
(http://www.microsoft.com/downloads/details.aspx?FamilyID=E17E7F31-079A-43A9-BFF2-0A110307611E&displa...) and the backupexec service are running with the same account.
Any help will be appreciated.

Dou you have any idea why a restoring a single mail from backupexec 12.0 Backup Exchange 07 GRT Backup doesn't work allthough i followed this following things.
BackupMedia Server = Win2008 32bit Server
Exchange Server = Win2008 64 bit Server
Installation the same CADO on Backup and Exchange Server Exchange Management Tools on BackupServer (Service Pack1 the same version as the Exchange server)
I followed this following link and create a username called backupexec this have the required rights. This user will used for the remoteagent access (backup and restore) and for all Backupexec services. The User has an Mailbox on and is not hidden from the Global Address list.

As i know the account which you use for the backup should have a mailbox account on this exchange server and it must be shown in the global address list.
I've tested all things but i was ineffective.

I have the same problem trying to restore a single user. Done all the checks and double checks like everyone else. Funny part is if I do a restore of the entire Mailbox instead of just one user or one message, everything restores correctly.
We need an answer on this as the whole point in GRT is to be able to restore a single user or message without having to restore the entire Mailbox.
