What are you backing up in the monthly job? What is the throughput that you receive? Since when does this problem occur?
In Backup exec, it is possible to run concurrent jobs, however not on the same drive. Refer to the following technote for more information on this:

On a single backup-to -disk folder, you can run severl (upto 16) concurrent jobs. You can define this from the b2d properties windows in devices tab.
