Slow file server performance

We are experiencing slow file server performance when reading or writing files to the server. MS document 822219 ( http://support.microsoft.com/default.aspx?scid=kb;en-us;822219 ) makes reference to Veritas open file option and otman4/otman5 needing to be updated as the source of the problem.

Here are my questions:
Is this a reasonable explanation?
What is the most recent version of the otman files for 9.0 and 9.1 and where can I get them?
Has any one else experienced this and subsequently resolved it?

Parenthetically: it is not an SMB signing issue --- we've investigated those settings already.

And you can no longer download SP1, SP2 or SP3, even thought last I heard the SP4 installer was broken, demanding that SP2 be installed, even if SP2 or SP3 was installed.
