Unable to finish IDR wizard on WIN2003 NLD

I am not able to complete the IDR wizard on all of the servers we currently have.

Server Specs:
3x Windows 2003 SP1
It is a Dutch release of Windows 2003.

I have tried article 266912; without any luck.

Is there a way to walk through the IDR wizard and make an ISO?
