Unable to install remote agent on win2k3 R2 64bit

I have been unable to install the remote agent on one of my win2k3 R2 64bit servers. This is Backup Exec version 12.5 with the latest hotfixes. I have tried both push install, which freezes on the media server, and copying the RAWSX64 folder to the server and running both the .cmd files and setup.exe manually. When I run either the .cmds or the manual it only takes it a couple seconds to go to a new line with no feedback. I have tried this as my domain admin account and as the local admin on the server. Theere is no AV or firewall running on the server at the moment in order to keep any conflicts from occurring. PLease help! The bkupinst.htm file shows the following:

Please check the event viewer for the error message. If you already have the old raws installed try to uninstall and install the new one.

Copy the C:\Program Files\Symantec\Backup Exec\Agents\RAWSX64 from the media server to your remote server and then execute the setup.exec in this directory.

Give Administrator and SYSTEM account "Full Control" rights on C:\ and Installer folder. Installer folder is under C:\Windows. It will be visible after you uncheck Tools->Folder Options -> View -> Hide Protected Operating System files (Recommended) in Windows Explorer.

Administrators and SYSTEM already have Full Control of all of C: (including the Installer folder). I already have copied the RAWSX64 directory to the server and run the .cmds to no avail. If I try to just run setup.exe through the GUI it just pops up a list of options for silent install. I have run setup.exe from the command line to no avail. No events are logged in either the system or application log when I try a command line install.

Run install logged in as a local admin on the target server, according KB 345497 this is a solution for your issue.

It seems like it should be something simple like that, but I have run the install as a domain admin and as the server's built-in admin account. I have done it using standard RDP as well as console.
