VSS - open file errors

I get the following error:

Microsoft Volume Shadow Copy Service (VSS).
VSS Snapshot error. The Microsoft Volume Shadow Copy Service (VSS) snapshot provider selected returned: "Unexpected provider error". Ensure that all provider services are enabled and can be started. Check the Windows Event Viewer for details.

i ran vss admin list writes, and everything was okay.

i am using 11d rev 7170, the remote agent is win server 2003 Ent Ed, SP1

What are you attempting to backup when this error occurs?  Does it happen every time?
